Yes — at most lenders. We choose lenders specifically for clients whose income includes recurring military allowances. Some count them at 100% and others discount them. Documentation needed is usually a recent LES and confirmation of recurrence.

Often yes. If you have strong indication a posting is coming, we can issue a pre-approval based on current income, then update once the formal posting paperwork is issued.

Some, depending on move type and program rules. IRP typically covers reasonable real estate commissions, legal fees, and other relocation expenses up to certain limits. The mortgage interest itself isn't covered.
